Where the crane stands is a two-year decision

Somebody decides where the crane goes. It gets decided quickly, because the crane is arriving, and it gets decided by whoever is on site at the time.

From that moment the crane can reach some things and not others, for as long as it stands there. What it can't reach has to be lifted another way, or carried, or sequenced around. The same is true of where material is put down, where the gate is, and which way the haul route runs.

None of that is called a design. It has no drawing register entry, no reviewer, no approval, and no record of what it assumed. And it constrains the next two years more tightly than most of the engineering that does have all four.

A design nobody calls a design

Treat the layout as what it is — a set of choices whose consequences compound — and its properties become recognisable.

It's taken early, when least is known, which is week 8 again. It hardens, because things get built on it and stored on it and connected to it. And it's taken by somebody whose job that day is getting a crane off a lorry rather than optimising two years of material movement.

Which is worth saying without blame attached. Nobody chose to make a two-year decision in an afternoon. The crane was on a lorry, the lorry was at the gate, and a decision was required.

What makes it different from the other decisions of this kind is that it's entirely reversible on paper and entirely irreversible in practice. Nothing prevents moving a crane. It costs a week and a crane mobilisation, so it only happens where the alternative is worse than that — and by the time anybody is asking, things have been built around it.

The site may not be yours alone

There is a qualifier in the access provisions worth reading carefully, because layouts get drawn as though it were absent.

The employer gives right of access to and possession of the site within the times stated — and the standard forms add that the right and the possession may not be exclusive to the contractor. Access also arrives in parts, at times stated for each, rather than as a single event.

Both halves matter for a layout. A shared site means your laydown area may sit next to somebody else's, your haul route may be theirs as well, and the party you're sharing with owes you nothing. A phased handover means the area you'd have chosen for storage may not be available on the day you have to choose.

Neither is a defect in the contract. Both are ordinary, both are stated, and both are read past by somebody drawing a layout under time pressure who has a whole site in front of them on a plan.

So the layout is designed for a site that is partly hypothetical, and the assumptions inside it are exactly the kind this track keeps watching get lost.

Permanent decisions in disposable clothing

Temporary works are the things needed to build the works that don't form part of them: falsework, formwork, scaffolding, propping, sheet piling, hoardings, craneage bases, temporary supports.

The word temporary does a good deal of damage before anybody has read past it.

These have their own design, their own designer, their own independent check, and in some jurisdictions a statutory regime of their own. They carry real risk, and the risk is structural rather than incidental: a structure part-built and propped isn't the structure that was designed, and it is carrying load through elements that appear on no permanent drawing.

And commercially they are treated as a means rather than an end. The responsibility sits with the contractor, a bill has no line for them, and their cost is inside the rates for the permanent work they enable. Which means a design change that doubles the propping produces no visible line anywhere. It shows up as a rate that isn't recovering, in a month where several other things also happened.

The predecessor that isn't on the programme

A scaffold is the clearest case, and the pattern generalises.

Before anybody stands on it there is a design, a check, an order, a delivery, an erection, and an inspection. That is a sequence with a lead time, and it sits between the programme activity and the work the activity describes.

A programme has no field for it. The activity says install pipework at level four; the scaffold that pipework needs appears nowhere, so the first person to discover the dependency is the supervisor whose crew has arrived.

This is the same shape as week 17's expediting and week 11's access: a real predecessor with a real duration, invisible because no document has a field for it, discovered at the work face by the person least able to fix it.

What carrying distance costs

One number in a layout gets paid daily for the life of the project, and it isn't on the drawing.

Material put down two hundred metres from where it is needed is carried two hundred metres, by somebody, every time, for two years. It is invisible in every report because it is inside a rate, inside a crew's output, inside a productivity figure that looks slightly worse than the tender assumed and gets explained as labour quality.

That's the honest reason to spend a day on a layout rather than an hour. Not because a tidy site is virtuous, but because the distance between two points on a plan is a multiplier applied to every movement afterwards.

And it's a multiplier nobody can recover later. A productivity shortfall traced to carry distance in month eighteen has already been paid eighteen times, and the fix costs a relocation the programme can't absorb.

System design

Row one asks for a date and a box of notes on a drawing that is otherwise produced anyway. That is the whole intervention this week proposes, and it is the eighth time the same instrument has been asked for: a decision recorded with what it rested on.

Row three is unusual in asking for the negative. A reach envelope that records what was accepted as unreachable is a decision; one that shows only what is covered is a diagram, and the lifts nobody planned are all outside the circle.

Practical insight

Draw the layout, date it, and write the assumptions on the drawing itself.

Which areas you have assumed you will get, and from when. Whether you assumed exclusive use of them. What the crane was positioned to reach, and what it was accepted it would not. Where the haul route runs and what it assumes about ground and gradient. Six or eight notes in a box in the corner.

Your box is the whole exercise. A layout without one is a picture of a decision; a layout with one is a record of it, and when an area turns out to be shared or arrives four months late you are holding what you designed against rather than a memory of it.

Then do one measurement. Take your three highest-volume materials and measure, on your drawing, from where they will be stored to where they will be used. If any of those numbers surprises you, move something now, while moving it costs you a line on a drawing rather than a week and a crane.

Scope has to be divided into something a crew can start on Monday and finish, with a boundary that somebody can measure and pay for. How that division is made decides what can be reported, what can be claimed, and whether two crews end up in the same room on the same day.
